We have an applicant who, until recently, was homeless and does not have any of the usual documents to prove their identity (passport, driving licence, birth certificate). Has anyone had a similar scenario like this and if so, what document did you use for the individual to prove their identity?

For what purpose are you requiring ID? ESFA don't require it. Many awarding bodies do insist on it, so perhaps ask them what they would accept. If the awarding body isn't an issue, then it's an internal decision.
We'll accept all sorts at a push, it depends what they have.
