A few of our employers are national in a UK sense as they are large Levy Paying employers. So I feel that they would fall under the business footprint larger then England. My reading is that if they work for a Tesco in Kent, but there exists a Tesco in Glasgow then we need to prove that there isn't a plan that they'll be moved to Glasgow. Or that they haven't just gone to Kent to work for the week. But that could just be my Funding Rules paranoia speaking. A few on Page 11 ask for evidence instead of confirmation which seems a bit odd to me. Such as evidence of the employer, previously we ask to see the evidence and record the type and reference number. But we don't retain it as evidence. Typically this would be a payslip, or an employment contract. We don't want to retain this evidence as it could be a GDPR nightmare both making sure we have it and then keeping it secure. They seem to be using 'evidence' and 'confirmation' which with my assessors hat on, indicates that Evidence is photocopy or scan of an original document that proves it to be true.

Sorry to reopen, but this is query that we've been talking about at the moment. If a learner is on a part time contract but then switches to full time part way through the Apprenticeship. What happens here with the minimum length of stay and OTJ? We can't change the planned end date can we?

Our PDSAT has stopped working and trying to download the PDSAT again from this website is coming up with this error "Forbidden" or "Failed - Forbidden" This error means you don't have permission to download this file from the server. To fix, go to the website where the file is hosted. Check if you need to sign in (or provide some other authentication). If you can't sign in, contact the website or server owner, or try finding the file on a different site. Is anyone else having issues?

Just to join in, we also had 5 learners who were frameworks last academic year. There are 5 learners showing on our EPA section of the Accountability Dashboard. We've checked our data and can't see any standards without EPA. We think it's falsely looking at these framework learners. We've emailed the DAS people to see what they say about this. I can't see how we check the data behind the dashboard, but I think it's the same learners.

OK I think that comment and a nights sleep made it all click into place thanks for that Martin. So the key phrase is 'the ILR data was last reported in 2020/21 or after' as long as the ILR data for that learner is reported in 22/23 the hybrid end year rolls over into 22/23 or 2021.5 The learner becomes a next year potential achiever and doesn't count as a leaver for 21/22.

Also I really appreciate the feedback Martin, just had my head in a few too many technical documents today so I apologise if I sound ratty. Your advice and help is always appreciated. I think there's something I'm not seeing in the Step 1, Step 2 on page 25/27. https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1066741/Apprenticeship_QAR_Technical_Specification_202021_FINAL_v1.4.pdf I guess I'm just trying to understand how a learner who is in the process of Gateway at the end of the academic year is treated by QAR when they have finished their learning and an A31 is returned but their achievement status is unknown at the point of hard close R14 21/22 and R04 22/23. As we could have a significant number who would fall into this gap. I can see that they would be treated as achievers (if they achieve) in 22/23, but I can't see that anything stops them being seen as a negative in 21/22. If they are a negative, then that's fine I just need to make it clear to my teams that this will be the case.

Would that apply in this case? At R14 the completion status of code 2 or 3 would not be set as the outcome of EPA would not be known. It might be that I'm overthinking it, but in December we'd know if they've passed or failed providing nothing delays the EPA process. This field would then be set. It's conceivable it could continue to January or February. So in November when the final QAR data is submitted the completion status field would be empty. I don't see any exclusion of special case for learners who have gone through gateway but are awaiting the outcome of EPA.
