I work primarily on returns/funding/DAS for a HE Training Provider with c.1500 apprentices covering 15 standards I've been looking after the ILR and funding requirements from the very start of our apprenticeship journey, starting with low numbers back in 2015/16.

In that case it does sound like they were set up correctly, perhaps it's a report issue showing values incorrectly. Hopefully the help desk will point you in the right direction.

Sorry I forgot to add that if the request wasn't sent correctly using the "levy transfer" you could only correct this by placing a "STOP" on the original record with a stop date to match the start date, therefore nullifying that approval. Then you would need the employer to send a new request using the "levy transfer" option assuming it's already been put in place by the two employers.

Hi - this is something I've requested as an improvement to DAS a couple of times but I've had no response. The fund transfer apprentices we have appear on the monthly payment report as '19+ Apprenticeship (Employer on App Service) Non-Levy funding’ but there are no co-funding amounts identified. They don't appear on the CF report. From my understanding if there is a transfer then this has to happen before the request is sent from the employer to the TP. Once the request is sent through using a transfer, the approval process can't be complete until the transferring employer also approves. If the employer sends through a request before the transfer is in place then the DAS system would not know and would treat the request as a typical non-levy co-funding. When the employer sends through the request for training they must select the "levy transfer" option rather than the "funding reservation" option.

Hi Crystal The funding rules do state that the transfer should be in place before the apprentice starts (para E270 - Employer funding rules). However I agree with Joanna that the system does not prevent the transfer taking place after the start date. Unlike the non-levy funding reservation which has to be in place prior to the start date in the ILR and AS account.

Hi Nina - you can change the employer in your AS account but you would need the employer to grant you permissions to allow you to be able to select the correct account when doing this. This would carry the funding reservation across to the new account. You would just need to update the employer id in your ILR return.

Hi Sam - I've also encountered this in the past and when I queried it I was told that the approval should be in place at least an hour before the final ILR submission. The hour timescale is a little arbitrary but I think the approval needs some time to get into the ESFA systems for the purposes of matching and then processing of funds. I believe from the advice I was given that there must be a further submission after the approval on AS system. Therefore if you submit your ILR before approval then the matching takes place at the time of submission. You would need to submit again after the approvals take place on the AS system so that the matching process takes the latest approvals into account. Seems a bit odd to me to as I assumed matching would take place after the ILR deadline had passed, however I'm told it takes place following an ILR submission. Hopefully that will change as it makes more sense to match after deadline.
