I am in the same position as you, incentives have completely take over and we have little or no control over them. I would say that as the contract of employment was before the 1 Oct then the incentives would not apply. The hours / payrates are just detail, they had a contract of employment. You might be able to argue or prove that a new contract was taken out for the apprenticeship which might give you some leverage but I have had an instance where AS have checked the employers PAYE and rejected an incentive based on that. I also hope that this is the end of the incentives and I look forward to the time where we do not have to provide 1st and 2nd line support to the Apprenticeship Service.

We only have the program and another line for the Z content (Z0001926). We have tried coding the Z content with 1 & 8 but that errors as it is not appropriate to a non program. If we complete the Z content line leaving the program "hanging" then that errors as we have a program without a Z content. Whichever approach we take seems to produce an error !

We've been using docusign for about 2 years and that has served us well. It is not integrated into the system but you upload the doc (pdf) to the docusign portal. You get a signing cert to add to the veracity. It costs us about £1 an envelope but on site building contractors working from their phone seem to be able to cope with it.

We use the form creator within SmartAssessor which is really a HTML form generator. It's not ideal but it integrates with our other digital process and allows output as csv (for the data) and pdf if an image is needed.

As I can't answer your question directly I will answer it obliquely, my experience of student visa's is that they don't allow the learner to complete the work element of an apprenticeship e.g. they restrict the number of hours the candidate is able to work. We decline on this basis. There is also the question of an NI number (or the lack thereof) which because of the above we have never had to get our heads around.
