Yes if a student 19-23 is wanting to study a level 1 or below with the aim to work towards a full level 2 then the level 1 or below course is fully funded if it is AEB funded via Local Flexibility.

As long as the previous employer was classed as ACT2 then you just continue as you are. It's my understanding that if the employer was levy (ACT1) then you need to close that Act record with the date the student was made redundant and add a 2nd ACT record as ACT2. I can't remember the full details but the ILR Spec/Provider support manual or the App funding rules have a detailed example of this and what needs changing.

Hi We have but it all depends on what qualification they want to do, is there any cross over between the courses they have already done. For example if someone has a degree in Hospitality but has decided they want to change their career route to Stonemasonry then that would be perfectly acceptable based on the local flexibility rules (assuming you are in an area that Stonemasonry would lead to employment etc. If however they have a degree in Hospitality and want to do a level 2 in Front of House then we would be a pretty firm no as there would be too much cross over.

@Martin West huh where did I come in to this discussion?! Generally for App standards once delivery is finished and the student is ready to go through gateway we set the programme aim with an AED, Comp status 1, outcome 8 as per funding rules. This makes sense since we want the student to go through end of year as current (CS 1) if the EPA isn't due to be sat until the next academic year. Currently the QAR doesn't take this into account and still only uses the AED but this may change for 21/22. Once the EPA has been sat and you have confirmation the student attended etc. I guess you could update the Achievement date and Comp Status leaving you with the result still needed from the EPAO but we wait for the result to update these fields.
