Tracy Clement or the ESFA have now fixed the issue. I'll try re-submitting the same data and see. *EDIT* I uploaded the same files and the error have now disappeared so looks like they have fixed whatever they had broken.

UPDATE: I messaged the email contact listed Qualifications.ESFA@education.gov.uk They confirmed the statement is correct and provisional statements can be used as evidence but must only be from the awarding body.

Yes suddenly have 2300 errors this morning! It looks like a system change by the ESFA that has caused this.
