R59 relates to the same ULN being used for 2 different learners. You have a duplicate in your system - likely just transferred from old to new as is. One learner may have returned married under a different surname? Or changed names to appear as a different learner - but someone knew this and assigned the new record the original ULN? And both learner records are now in ILR. If it turns out to be 2 completely different individuals then access the LRS and find out who the true owner of the ULN is, then look for the other learner and check their ULN - if they have one, if not register them for one. If it turns out to be the same learner under 2 MIS IDs (each with the same ULN), you need to merge them into 1 record.. HTH Andy
