Does anyone know if the above status would exempt a learner from the 3 years residency rules, which I don't think it does? Many thanks in advance.

We are starting to get a number of Hong Kong learners with BNO passports but with less than 3 years residency and therefore would anyone know if they would be exempt from the 3 years residency rule...
