Just trying to clarify what we can use to evidence LEDL for the different funding models. 

For 16-19 per the rules "Sitting the examination is assessment of the student’s achievement and will count as learning. " So we can use the exam date up to the latest attempt? 

For apprenticeships, exams do not count as off-the-job training so that would lead me to believe we cannot use exams as LEDL?

For AEB "You must report the learning actual end date in the ILR for a learner who leaves learning as the last day that you can evidence they took part in a learning activity.", but I can't find a definitive list of what is considered "learning activity" for this funding model. Does an exam count?

We follow the 16-19 definitions for AEB, seems reasonable. Exams with attendance count as an actual end date as far as we're concerned.

With apprenticeships, we only count anything that can count as OTJ, which doesn't include exams.

Thanks, Ruth.  So absence from an exam would still be a completion if all non-exam learning was completed? Or a withdrawal?

Clair Ayling That's a contentious question, not everyone agrees. The definition of Withdrawal isn't crystal clear, but the definition of a Completion (including fails) is "The learner has completed the learning activities leading to the learning aim". So then the question is, is an exam a Learning Activity? If you look at the 16-18 rules, Planned Hours essentially equals learning activity, and Exams can be counted as Planned Hours, therefore I conclude that exams are learning activity. That makes exam non-attendance a withdrawal rather than a fail. It's not clearly documented though, and I know other people have a different opinion.
