Very belated thoughts on this (not even using xmas as an excuse...). I haven't seen any technical guidance on this yet (unless that is further down the email mine) but based on this note, all the references in here are to the aim start rather than programme start:
"This uplift will apply to apprentices that start their English and Maths qualifications from 1 January 2023" (their typo, I assume, not mine)
"This will apply to apprentices who are starting their English and Maths provisions from 1 January 2024 onwards."
And so on. Presumably they will look at things like the aim restart status and original start date, as well as start date, to identify valid aims. Otherwise they'd have to link the FS aims to the programme aim and work from that start date (doable but fiddly).

Apprenticeship Functional Skills Rate increase
Edited
Hi,
I'm confused (it doesn't take much, but I'm putting it down to the close proximity to Christmas) about the FS rates increase.
Where they have said
"From January, all apprentices who have not gained their level 2 English and maths qualification will have their funding lifted to match the adult education budget – moving the rate up by 54 per cent from £471 to £724 increase.
It will, however, only apply to new starters and not those already on programme."
by on programme are they meaning already on their apprenticeship, or already on the aim?
For example, if a learner is currently working towards their L1 English as part of their apprenticeship and they pass in January, when they progress to L2 English will they be eligible for £724 or will they remain funded at £471?
I fear I know the answer, but it is causing some debate in our team.
Thanks and Merry Christmas
