It's a little odd that he's put his country of 'residence' is SA, but if he's been ordinarily resident in England for the last 3 years and has a British passport, you should be fine
285. Non-UK nationals are eligible for funding if:
285.1. They have been ordinarily resident in the UK and Islands for at least the previous 3 year period on the first day of the apprenticeship;
285.2. Whose ordinary residence in the UK and Islands has not during any part of that period been wholly or mainly for the purpose of receiving full-time education; and
285.3. Have permission granted by the UK government to live in the UK and such permission is not for education purposes only.
Agree with Ben, it should be fine, but I would query this with the student. They sometimes misunderstand and put down the country they're from. We ask where they consider themselves to live permanently.
Also, if they were 16-18 at start date, and they're here with parents, they don't need to have been here 3 years (paragraph 299).

Hi I wonder if you can help. I have an apprentice ready to sign up. He has a British passport, but in the learning agreement, he has put normal country of residence is South Africa. As he has a British passport, is he eligible for funding? He has lived here for three years.
