Withdrawn while on a break in learning

If you use the ILR definition of Actual End Date, it really isn't clear is it?

The date that the learner completed the learning activities necessary to achieve the learning aim or the date the learner withdrew from the learning activities, accurate to within a week.

But it categorically always is the last day in learning. Auditors always want evidence of learning up to the Actual End Date, so you never change the AED when you switch a BIL to a Withdrawal, because the last day of evidenced learning hasn't changed.

The date would stay the same on the basis that there's (presumably) been no new learning activity since then.
