If you use the ILR definition of Actual End Date, it really isn't clear is it?
The date that the learner completed the learning activities necessary to achieve the learning aim or the date the learner withdrew from the learning activities, accurate to within a week.
But it categorically always is the last day in learning. Auditors always want evidence of learning up to the Actual End Date, so you never change the AED when you switch a BIL to a Withdrawal, because the last day of evidenced learning hasn't changed.

I've had a similar question before, but just wondering if anyone knows the answer to this?
We've had a learner withdraw while on a break in learning, I'm going to reset the aims from completions status code 6 to code 3. The last date of learning was the 02/03/2023, would the actual end date stay as this date, or should it be changed to the date they withdrew?
