Restart after withdrawal

We have a learner who started 28/02/22 and withdrew 30/06/23, with TNP of £9000. The learner has subsequently restarted on the same standard with the same employer in 2024/25 contract year. As per the guidance I've added the restart indicator but not the original learning start date. I've entered the same TNPs (£9000) as the original programme which looking at the apps indicative report all looks correct for what funding we should receive. However the original episode was stopped on DAS, so a new reservation was created with a total agreed apprenticeship price of the remaining funding which was £3714. We are now getting a DLOCK_7 on the Apprenticeship Data Match report as the TNP values differ between ILR and DAS. If I change the TNPs on the ILR to match DAS to the remaining funding the indicative report shows a negative price amount remaining. Can anyone please advise on what I should do. You don't add the full price again for a restart after a full withdrawal. You need to recalculate the price based on how much funding is left in the band. The ILR prices should total £3,714. I don't understand why a negative amount on the indicative report, but it should be fine on the Apps Monthly Payment report.

I have never quite figured out how these work but when I asked the help desk in July, we were told the following - 

As the learner has withdrawn and started a new apprenticeship, any funding that was drawn down previously can be ignored. As the learner withdrew you would treat this learner as if they were a new start as this is not a continuation of the previous apprenticeship that they withdrew from.

And...

I understand from your email you are enquiring about learner who withdrew, then started on the same standard previously.
 
To clarify, if a learner starts an apprenticeship and then withdraws, this learner's record would be stopped. If the learner then returned to the same standard, the stopped record would remain stopped and a new record would have to be made to record the learner's apprenticeship. This would mean that even though they are returning to the same standard, they are not returning to the same apprenticeship. Hence, it would be treated as a new start and not a continuation.

That's exactly what we do, treat them as a new start (other than ticking the restart indicator). If you set the new price too high, you'll get capped anyway, even if the higher price is in both the ILR and the Apprenticeship Service.
