Transferring learners

Looking for some advice please regarding 16-18 year olds who transfer to a new learning aim after the funding qualifying period. We have always been led to believe that in this scenario withdrawal code 40 can only be used where the learner transfers to an aim of the same depth (or greater) and the same level (or higher). If the learner switches to an aim of a lesser depth or lower level then it should be treated as a withdrawal rather than a transfer. However I've been checking the guidance and I can't see any reference to this. Does this sound at all familiar to anyone or have we been misled somewhere along the line?

I've never heard that. We always code as 40 if transferring internally to a smaller qualification.

I don't recall seeing that anywhere in the guidance, and it's not something we've followed. Maybe crossed wires somewhere?

Wasn't it part of Geoff Russell's paper regarding manipulation of success rates? This was over 10 years ago though and don't think anything made it into the funding rules although auditors used to check it i think.

These days the funding rules are very vague, nothing clear on what is and isn't allowed, so does the absence of a rule means anything goes.....? I imagine everyone interprets this differently.....
