They can do it, but I'd be advising them that there would likely be a lot of RPL for the L3, so they wouldn't be able to claim all the funding. I think we'd ask that they lay out what L3 KSBs they planned to deliver within the L2 period, and insist that they record that as RPL. It's probably be the same for everyone, so you could agree it in advance and apply to all students doing this progression route. Just because you taught it, doesn't mean you can claim for it if you did it before the L3 officially started. If the team are happy to record a good chunk of RPL and reduce the price appropriately, I think that's a reasonable model. If they didn't want to record RPL, then it would be a hard no because that's just not true, they can't just lie on the skills scan.

I can very much see how this would be useful but I don't know the Standards well enough. Is there (forgive me) "change a tyre" to L2 and then to L3? In which case, you could count the hours to be L2 competent but not to L3??? Sounds like it would be super fiddly to work out but not entirely impossible to do it in a compliant way?
(also, "why aren't they just putting these people straight onto the L3?" might be another question I'd ask?)
Thanks for your reply Ruth, it's much appreciated. The programme area are fully aware that we can't claim all the funding for the L3 and they have already produced a skills scan for the L3 showing the KSBs that would be omitted. We do have concerns though that learners might inadvertently record L3 OTJ activity on their portfolios whilst on the L2 so we'll have to monitor that really closely.

That's a very good point about not logging L3 content as OTJ during the L2. There may be some L3 stuff that does tick off some L2 KSBs that can be counted, but they will need to make sure their records are crystal clear on what KSBs were covered in all the hours. If you can show an auditor that you knew about it, considered it, took steps to make sure that OTJ wasn't logged where it was only relevant to L3 KSBs, they are likely to be happy with that. Be prepared for them to dig into the detail though.

Looking for some much needed advice please. Our Automotive programme team have come up with a proposal to progress L2 Autocare apprentices directly into Year 3 of the L3 Motor Vehicle Service and Maintenance Technician standard. They feel the proposal has many advantages, including increasing retention and satisfying employers by being able to have a 'fully qualified' apprentice within a shorter timeframe. Myself and our Head of MIS are really twitchy about this proposal however.
In order to be able to complete the L3 programme in just 12 months means that there has to be many elements of the L3 standard being delivered alongside the L2 programme and we don't feel this is compliant. Surely, a learner wouldn't be able to claim valid OTJ hours for L3 activity within a L2 programme?
Has anyone, or does anyone, offer a model similar to this that has passed audit? I'd be really keen to understand the risks of such a plan. Or, are we being nervous for no reason! Any advice would be much appreciated.
