Functional Skills funding for Apprenticeship Transfers

For learners who have transferred from one Apprenticeship Training Provider to another, can the new provider draw down additional Functional Skills funding if its clear there is still a training need - even if the previous provider has drawn down the full £471 for each subject?

For the transfers that I have taken recently via ESFA the answer is no you can't.
