Self-declaration of UK residency for British Nationals

Can I just confirm that is is sufficient to collect a self-declaration regarding residency from Apprentices who are British Nationals? Am looking at the following paragraphs and just want to be certain......

P68.9 Have an eligible residency status (information can be found in the residency eligibility section in Annex A).

 P368.2 Confirmation that you have seen the learner’s identity documents or immigration permission to verify their residency eligibility in line with Annex A. Confirmation that you are satisfied the learner is eligible for funding and (where necessary) where a learner’s permission to stay has expired you must hold evidence that an application to remain has been made.

P387 Where a self-declaration is needed, this must state the apprentice or employer’s details and describe what is being confirmed.

P389.1 have been ordinarily resident in the UK, the British Overseas Territories, or Crown Dependencies (Channel Islands and Isle of Man) for at least the previous three years before the start of the apprenticeship.

A self-declaration would not be sufficient to cover the requirements of P368.2. You’d need to verify that you (or your organisation more broadly) have seen evidence that they’re eligible for funding e.g., a passport.

Thanks for that, Ben. That would be to prove UK Nationality rather than residency? You would need to rely on declaration for residency?

It would yes, but you'd also need to verify you have physically seen those identity documents in order to satisfy 368.2. Is your question around self-declaration related to them confirming they've been ordinarily resident in the UK (et al.) for at least the previous 3 years before the start date?

Yes, the declaration is what we use for that purpose.

In which case yes, a tick from them to self-declare they have been ordinarily resident is fine.

Coming back to this post - just want to clarify that something like the below would be acceptable if signed digitally by the learner? Have a scenario where an applicant has provided their current passport (issued in 2022) but has self declared that they've been in the UK for 14 years.
