I think you should raise this with the help desk and ask if a common sense decision can be made. It seems to me that the funding would be fine if you put them on a BIL and returned. I think this rule needs to be revisited by the policy team and consider if this really is an issue any longer or not.

If you have confirmed the returning record is a restart with the original start date, it should not cause any issues with the QAR. The PDSAT report is designed to highlight all learners who have left the programme around the time of qualifying (42 days) to ensure that providers have an accurate learner actual end date which complies with the funding rules or learning activities.

I'm not sure which report you are referring to, but if its the QAR, you should report that with examples to them directly. If its your funding reports, it means someone has forced records into the current year ILR that you were not expecting, so check your ILR system. Paul.
