Good morning, There is an updated FIS version dated 14 August 2026 at 6:03 pm (version 2627.2). However, when I download it and run the FIS tool, it opens as version 26/27.1. I have deleted the files and downloaded the FIS again, but I get the same result. The FIS tool also continues to tell me that an update is available. When I run the 26/27 ILR through the new FIS, I receive a message saying that there is a problem. This is the same message I received last week.

Hello I am having the same issues, I have tried to upload FIS, ILR files, and annotations several times this week and they have all failed - this is for FY24/25. I have emailed the Helpdesk and I am waiting for a reply. Kind regards Angie

Hello Not sure if you have tried this but, I have managed to get my annotations in, I had to have a return loaded, but not the final return you need to see the new annotations in. I then uploaded my R07 annotations and then my R08 return and the annotations were in my new report for R08. The problem I have today is that reports: 23A-105, 23A-206, 23A-207, 23A-210, 23A-213 are not populated with any learner information at all. Kind regards Angie

Good morning I have the same issue, all appear to be related to qualifications that ended in June/July 2021, these haven't been an issue until this morning's FIS check. Angie

Hello I have been following this thread as I have had a few learners changing employers. The problem that I am finding is that following the funding guidance, we renegotiate the remaining cost of training for the apprentice with the new employer, accounting for learning they have completed with the first that we are losing out on funding, for example: £6000 total cost TNP1 = £5400; TNP2=600 Programme length 18 months Remove the 20% (£1200) achievement payment to leave 80% Monthly payments (£4800) £266.66 per month. The learner was with their first employer for 10 months We would allocate the first 10 months of payments to the first employer =£2667 (rounded up) and it would leave £3333 including the 20% outcome to negotiate with the 2nd employer as that seems fair and reflects the prior learning with the first employer. TNP3 = £2733; TNP4=£600 However, in this scenario, it seems that we the provider end up losing out on payments as the ESFA seems to recalculate the 20% based on the new TNP3 and TNP4 so instead of getting our £1200 which we have worked for across both employers, we only get £667. Have I misunderstood the funding guidance as learners seem to move employers more frequently now and it will have a financial impact on our forecast revenue? Kind regards Angie

Hi Dave Thank you for your help, I did try that again yesterday, but to no avail, I have written to the ESFA again and await their response.

Hello We still have a large amount of R131 errors and have tried everything including writing to the ESFA for guidance. It is affecting any learner on our system who has progressed to another apprenticeship after successfully completing one previously and there is no cure that I have found that fits with funding rules. We have ensured there is a properly dated prior attainment for each episode of learning and that doesn't fix the error, the only thing that does is to delete the prior attainment from the first learning episode which 1. we shouldn't and 2. the ESFA have also advised that we don't. If anyone has a work around, please let me know?
