Ruth, did you find a solution to this - I have two students in the same situation - they are still plodding through their hours now. They will get there though.

Hi We were advised by Keith Standing that we could change a student to 16-18 funding if they were issued an EHCP part way through the year when I asked for a student of ours in Feb 24. "I think it would be reasonable to treat the student as a 16-19 funded student for the whole funding year (once an official EHC plan is in place with you as the named provider). I am assuming the needs that justify the EHC plan were in place for whole year and your assessment processes seem to confirm that. If you claim funding for whole year any fees paid by student should be returned to the student. Best wishes Keith Standing" E&M would still be required if the planned hours exceed the 150 minimum to meet the CoF rules, unless your SEN specialist deems it acceptable to exempt them for this year based on their learning needs identified in their EHCP. Alternatively, you could accept and record the reason why they aren't enrolled for E&M and absorb with in the 5% tolerance allowance.
