We transfer off in year one with an actual end date of 30/06/2021 (so they are counted as retained), and then omit this enrolment from the new year. So in the previous year it looks like they have transferred to nothing, and the new year has their new transferred to enrolment.

The new provider support manual is just poor - it was much more clearly set out in the PDF document. Everything is an absolute needle in a haystack to find. Still don't get why ILR Spec and PSM have to be online based, but funding guidance doesn't?

Check your xml file to check what enrolments and their start dates are being returned in the 21/22 ILR. Also maybe check that your prior attainment records are being returned too.

Have you recorded the Original Start Date and Restart Indicator on the restart enrolments? That could clear your error if they are not already populated.

We've used it due to an issue with the monthly payment reports from 17/18. Due to untimely recording of the small employer incentive at our end, the monthly payment report didn't wipe off any co-investments due from the employer for the dates preceding the point we included it in an ILR submission. Took months initially to try and get the ESFA to understand our issue and get the permission, but seems a lot better recently - got the permission for one in this scenario in about 10 working days.

If the learner found there own job, you cannot record this as work experience on the ILR. If they are only doing GCSE Maths & English, depending on how many planned hours you deliver those subjects in, they may fall below the COF threshold of 150 hours, so become irrelevant in that sense. Why are you thinking that they won't fulfil the COF without the work experience aim?

We record 16-19 with a long term absence as BIL's just to keep track of them. We don't want to withdraw them on our MIS system as harder to track, and if we left them as continuing, someone would want to withdraw them if they haven't been attending. This is only where they are known to be coming back, and if we subsequently find out they don't come back we just update the enrolment to a withdrawal. If everything is corrected by R14 it won't effect anything, or never has for us.

I think you've misinterpreted the 24+ bit. Its sort of saying that from now on 24+ students can access full funding via this new pot but it isn't ringfenced to 24+ student only as per 128.1: [image] You are doing yourself out of funding if you are not claiming Adult Skills offer for 19-23's.

If someone enrolled on say 02/09/21 with a planned start date of 06/09/21, but didn't turn up until 14/09/2021 because they were ill for the first week, we would count all the hours as that was the plan and the rest of the cohort started on time.
