I would say the employer is not entitled to it as the learner is not "on program" on the 90th day. Whether ESFA claws back the money or not you still have to check entitlement e.g. has the learner been attending college

Ah yes, so if they stopped a learner from July they can't go back in and just change the stop month to April, they have to create a new entry.

As this occurs after the first of the month I would assume the old employer pays the May installment and the new employers picks up from June. In reality it does depend on when the old employer stopped payments.

I don't think the owner of a company can be an apprentice unless there is a different legal status. e.g. a ltd company or a trust (charitable or otherwise) as then they are classed as an employee and do not have ultimate authority.

We (in apprenticeships) use Docusign which we also find great. It costs us £1 per envelope. Other parts of the college use Signable which I believe they got for about 30p per envelope.

In these circumstances we show the 20% completion payment as the cost to the new employer. On the ILTR anything above the cost of the EPA we then show as training. Unless you provide the "headroom" for the 20% I don't believe you will get it !
