Hi Natalie, For R138, the full validation rule reads: "For completed Skills Bootcamp programmes, the Achievement Date must be returned on the latest programme aim or at least one of the Skills Bootcamp event aims must be present in the Learning Delivery record." So perhaps check the details you have for the relevant event aim Z0059747, Z0059748 or Z0059749 (rather than learning aims Z0059750-61). As per the PSM : "These aims should only be recorded as Completed (CompStatus = 2) and Achieved (Outcome = 1), and with all three date fields completed. These 3 aims should never be recorded as continuing"

Steve Hewitt I think PICS got pretty close with it, although others may have experience to the contrary. The outputs certainly allow you to identify and analyse the data clearly to identify anomalies. A problem was/is identifying the hybrid year - you could identify when a leaver/achiever was first exported but not guarantee that was also when it was successfully uploaded to ESFA (but then all systems will have that issue - more disclosure, I have no affiliation now to PICS!). Doesn't sound like it will be of relevance here though. I recall from some other systems websites that they at least implied they produced QAR but no idea if they actually did or not.

I know PICS has a detailed QAR output (full disclosure - I used to work for them) and I would think that most of the other provider MI systems have an equivalent. I've not used Strata but assume it can be used to import multiple ILR files for providers who just use the free-entry tool?

James Brooklyn As Steve says, it can be a tortuous process to get to the bottom of some figures and there are lots of caveats and conditions. For example, the 42-day rule you mention only applies where the expected aim or programme duration is 168 days or more and is not a restart. Where the expected duration is between 14 and 167 days, the actual duration to qualify for inclusion is only 14 days. I find the best way is to take a sample learner, preferably representative of others where you don't understand their inclusion (or not) in a figure, and then go through each of the principle data items one by one until you hit the value that causes it. The hybrid year calculation is one of the particularly awkward ones, where a learner gets counted in a different year cohort than the one you expected. Without tempting fate, I dare say if you put some sample details up here then some support can be offered.

Thanks @..., useful information although I'm still not sure why the original dates you submitted caused a problem so long as they matched between ILR and DAS. Presumably you had a lot of other carryover records with TNP dates prior to August. Cross-year updates often cause problems though, hope it's resolved for your R06.

Hi Rachel, sorry been away for a short while. The TNP records on ILR don't have an end date just an effective date as per https://guidance.submit-learner-data.service.gov.uk/23-24/ilr/entity/AppFinRecord. My understanding is that the employer info in the ILR isn't really used for DAS funding purposes. The employer ID stopped being used a while back (just shown on reports for identification if still submitted - 999999999 is the 'dummy' code where no historic code existed) and the agreement ID was taken out of the ILR file. So they connect the two systems through the various learner record details to identify the relevant DAS employer records to draw funding from. I didn't think a new ACT record was needed unless that value was changed when the employer changed - that is now very rare, if at all, as almost all learners are ACT1 (as per this psm page) but possibly it will kick it into life. Otherwise, always worth checking again to make sure that the relevant learner details match between ILR and DAS and that the new employer record is active, although I suspect you've already done that...
