Correct, that's my fault, bad choice of wording. I was referring to them obtaining a L2 IA result rather than achieving a previous L2 qualification. Thanks both, I think that answers the question.

Thanks both. Martin West, I guess the question is around correct use of public funds. If the learner has achieved L2 and doesn't require any training in order to sit the exam is it right to claim that funding? Steve Hewitt, that's roughly my thoughts - if you can evidence some teaching requirement (and the associated delivery) then my current view is I'd be comfortable claiming the funding. Would you view a revision session as being sufficient (ignoring the point you made about 10 hours)? Thanks

I've heard back from the service desk in response to a follow up - this only works if you're adding a new learner from scratch and they are flagged as overlapping, not where they are an existing learner on your Apprenticeship Service account.
