Hi Ben, you're correct, in that OPPs are based on apprenticeship planned to be on programme on the 'collection date' which is the last day of the month. The 80% is split by the number of collection dates. Eg learner 1 starts on 1 Jan 2021 and planned to end on 30 Jan 2022. Number of collection dates is 12. Learner 2 starts on 1 Jan 2021 and planned to end on 31 Jan 2022. Number of collection dates is 13. You'll get the same amount of money, but divided and paid over different number of instalments. I agree with Chris. We use digital signature software (which also shows time of signature, etc for audit). If the learner struggles, we email them the document and ask them to forward back (so the return email contains the document) and to confirm in the body of their email that they have read and agreed with the content of the document. As this also shows the sender and time, it has been accepted at audit. Dave

Just to add to this. We have the same situation in London, but have evidence from our awarding body that the quality and content of training meets the requirements of the qual and they are therefore happy for us to deliver in fewer hours. A nice bit of paper to wave in front of auditors.

Hi, it's a bit more complicated that that. their contribution will be split between contribution for training and contribution towards the EPA cost. For withdrawals you should be refunding both the unused contribution towards training and the full contribution towards EPA. EG 24-month course with total cost of £3000 (£2400 is for training and £600 is for EPA). Their contribution will be £150 (split as £120 for training and £30 for EPA). You are using £120/24 = £5 training contribution per month. If learner leaves after 2 months (so you've received 2 OPPs), then you are entitled to £10 contribution. You should therefore be refunding £110 of training contribution and the £30 for EPA = £140. With your method you'd be refunding (150/24)=£12.5 x 22 = £137.5 ESFA auditors may pick up on this.

Eg 1 : learner starts 1 Jan 2021 with planned end date of 31 March 2022 = 15 collection dates, so £240 per month for 15 months. I've now been told that this error will not be changed to a warning. The policy team have changed the criteria for full funding in the 24/25 data for ASF. The LearnDelFamType_124 error is triggering because your learners have been recorded as fully funded against the aim but you have not included LDM391 (Earnings Threshold). This code is recorded whether the learner is employed or unemployed and is relevant. The learner needs be earning below the Earnings threshold with the LDM code recorded so that they are eligible to be fully funded against the aim. So, although the known issues has said 'A defect has been identified with this rule and therefore it is not triggering as it should.', they are now saying that it's not a defect. In the performance management rules, it talks about this for learners who are employed or self-employed and earn under £25k pa gross. The evidence requirements are wage slips (or UC statement), or contract of employment. My learners are all marked as unemployed. I'm sure this field hasn't been mandatory before. Am I being fobbed off?

I agree with Paul - and I've informed our devolved authority. I know from what the service desk have said that they are aware of and are reading this thread, which only makes their radio silence even more unacceptable. Do I stop everything and spend the next day and a half putting DAM code 023 against every learner, or will the fix be implemented today? I'm so frustrated (I'm a Man Utd fan and even they don't get me as angry as ESFA sometimes).

I've tried every avenue possible, but it seems impossible to talk to anybody within ESFA about a solution to this (even if they could make the error a warning until they clear the issue). It's so frustrating that we get absolutely no information or support from them. I've found a solution for our devolved learners (by putting in DAM code 023, and (if no solution by close of play today), will have to do that for every learner/qual overnight to avoid the financial implications of the error. Just not fair how the ESFA get away with such bad service.
