Hi Stephen, A very interesting topic about whether pensions are earnings... Could I check something please, you mention funding those who are unemployed, not on benefits but claiming a "non-state" pension. As this appears to not fall within the ESFAs definition of "unemployed" is the discretionary option added for 24/25 rules as below not applicable? not receiving any benefits, wants to be employed and you are satisfied that the identified learning is directly relevant to their employment prospects and local labour market needs. You'd could then ignore the question as to whether "non state" pensions are earnings... That is a very interesting response from the DfE though... Thanks Andrew

Thank you for your response Ruth Canham-James. In line with the other 'general' eligibility guidance for this offer I think we have misinterpreted the statement highlighted as you describe. The learner is employed and earning above the low wage threshold so wouldn't be fundable.

I was going to ask a very similar question. There will be a big gap in provision especially at L2 based on the list of IT qualifications having funding removed (https://www.gov.uk/guidance/free-qualifications-for-adults-with-low-digital-skills). I had hoped for a year's extension for FS ICT until FSQs come online in Aug. 23. We are looking for alternatives, possibly ICDL?

Hi Debbie Speakman, We are also considering options for next year to replace ICT FS L2 as it loses funding at the end of the year. With the FSQs not available until August 2023 there appears to be a real gap at L2. Could I ask what options you are considering to fill this gap at L2 for 22/23? Many thanks Andrew
