If they meet the criteria of 'who we fund' in the funding rules - Specifically check the residency eligibility - then Yes. Whether they are eligible for full funding would depend on what you were enrolling them on. Full funding is available for: English and maths, up to and including level 2, for individuals aged 19 and over, who have not previously attained a GCSE grade 4 (C), or higher, and/or first full qualification at level 2 for individuals aged 19 to 23, and/or first full qualification at level 3 for individuals aged 19 to 23 essential digital skills qualifications, up to and including level 1, for individuals aged 19 and over, who have digital skills assessed at below level 1 They would not qualify for full funding under local flexibility as from your definition they do not meet the criteria for unemployed as described by the esfa: For funding purposes, we define a learner as unemployed if one or more of the following apply, they: receive Jobseeker’s Allowance (JSA), including those receiving National Insurance credits only receive Employment and Support Allowance (ESA) receive Universal Credit (UC), and their take-home pay as recorded on their UC statement (disregarding UC payments and other benefits) is less than £345 a month (learner is sole adult in their benefit claim) or £552 a month (learner has a joint benefit claim with their partner) are released on temporary licence, studying outside a prison environment, and not funded by the Ministry of Justice nor do they meet the criteria for discretionary full funding as they are not in reciept of another state benefit. Hi Chris Roberts, If the ESFA thinks that the learner is 'current' in both institutions then the learner will appear in your FRM reports on View your education data as an FRM02 error. If you do not have this error then I think you can assume that the previous provider has withdrawn the learner from their ILR. In my experience the PLR can take some time to report ILR aims. From the funding formula Withdrawing and enrolling at another provider 82. When a student withdraws from the whole of their programme at one provider and enrols at another provider within the same funding year, the first provider will receive funding (as long as the student has completed the programme qualification period), adjusted by the retention factor. The second provider should record the student on a full time or part time programme, according to the number of hours that their programme holds for the remainder of the year. The second provider will earn funding for the student. HTH Phil

From the provider support manual: Provider Support Manual: 2021 to 2022 - How to record changes to the apprenticeship (submit-learner-data.service.gov.uk) Record the price details as required using AFinType = TNP and the applicable codes. The price recorded on the new programme aim should be the same as the price prior to the break in learning unless you and the employer have negotiated a new price for the programme. Chris Baker I don't believe so. From Funding rules: 107. Many students will look for work experience opportunities independently or take part time jobs. This independent work experience or part time work is not funded as part of a study programme. From 1 December 2021 prior approval is required from the ESFA if any such activity is being considered for inclusion in recorded planned hours and the institution will need to evidence to the ESFA how they are incurring costs that meet our cost definitions set out in paragraph 124. Neither paid employment nor work experience where the student is being paid a likeliness to a weekly allowance to attend the work experience can usually be recorded as fundable planned EEP hours. Non-qualification hours must not include the hours for T Level industry placements. It does say you can ask the ESFA for an exception though. HTH Phil
