As no one else is understandably brave (or foolish) enough to answer this, here is my take. A "line manager" is "anyone" who has the authority to tell the apprentice they are doing something right or wrong and can "make" them change direction. They do not have to be on the PAYE they (the line manager) certainly can be a Director (they are employees also !). So an Apprentice Architectural Plasterer can be told what to do by a specialist outside contractor. This is sensible as the said contractor would have the necessary knowledge. Day to day timekeeping and use of PPE can supervised by other members of staff. In a similar vein someone who worked as a young persons community outreach worker and received payment as a charity was able to be an apprentice as they had trustees who supervised them. Accepting this structure, admittedly in extremis, would allow a College Principal to be an apprentice as they have a board of governors giving them direction and telling them where they went right or wrong.

For the first part, judging by the webinar  https://www.youtube.com/watch?v=E4NuIVhNYF8 If the learner appeared on the PAYE before the 90 days prior to starting the apprenticeship then no.  p.s. sorry for the sentence construction For the second part I think whoever is the employer on the census date gets the payment, note that the training provider makes the payment.

Thanks Steve, I see your point, the Skill Scan is not required IF there are no indications (quals / experience) that it is required. But then that points to motivation to complete.

Steve (or indeed anyone) can you point to a rule on this "if he's under 18 then, strictly speaking, no Skills Scan is required" I thought Scans were compulsory for all apprentices ?
