Yes, you do have to charge 5%, and you should also refund the first employer for about the same amount. Just be careful the you round carefully if the numbers end up with pence, so you don't end up £1 short! I always round our refunds down to the nearest pound, and our required co-investment up to the nearest pound. I really love 10 or 20 month apprenticeship where everything divides beautifully.

Probably, yes. You need to get the old employer to stop the DAS record with the same end date as the start date. If, for any reason, that employer won't do this, you can seek advice from the Apprenticeship Service.

This is basically just an extension of the existing first full level 3 full funding, for 24+ students for some select quals. It does also incorporate some L3 Certs that aren't normally available for FFL3, as they're not "full". As I read it, those listed Certs will be fully fundable to anyone 19+, not just 24+. So, it wouldn't be connected with any tender process. A student could be 17 or 18 on 31 Aug of the academic year in which they started, so come under the Young Person funding rules, but RPA only applies up until a person's 18th birthday. So students who are 18 at the beginning of the year, or turn 18 near the beginning of the year, can be part time.

The full details on Raising the Participation Age are here; https://www.gov.uk/government/publications/participation-of-young-people-education-employment-and-training If a student doesn't meet one of these categories, you need to report it to your local authority. Every year we seem to have one of two students that fail RPA, but that the local authority know about and have authorised (usually part time for reasons of for disability, learning difficulty, mental health or personal issues). As I understand it, it's the LA's their responsibility to manage, and it's just the provider's responsibility to report to them when a student isn't meeting RPA rules.

After an extremely painful dialogue (where they first of all told me that pathways weren't a thing for funding stream 36, then repeatedly denied that framework 539 had any pathways), I had it confirmed by the Service Desk in August that apprentices on Frameworks were no longer able to change pathway from 01/08/2020. Pathway changes always had to be a transfer, though with some allowances to fund as 16-18 for students who'd turned 19 etc. I asked if we could just code the new enrolment as a restart (to get around the validation errors), but they said no. I'd be interested to know if you get a different answer, I'm not sure I trust the person who replied to me.

Please report all this! We've raised the issue of having another ACT code (3?) to represent non-Levy on the DAS several times, and so far ESFA have just told us that they don't think we need it (though I think they are still looking onto it). The more voices shouting for it, the better. My other issue on this report, aside from the enrolments that don't even exist in this year, is students whose employers are non-levy and non-small so do owe us 5% contribution, but the total due this year is zero, when there should be a value. I'm pretty sure this is because they're ACT 1, and the report doesn't recognise that this means they owe us money.

Yes, you'd just add a new ACT if necessary and new TNP, which it what it sounds like you've done. That's really weird! I suggest you wait for the R05 FRM reports, and if it's still there, contact the service desk. For 20/21, we don't yet have the "User Guide", we just have the "Financial assurance: monitoring the funding rules for post-16 funding for 2020 to 2021" document which has no details on FRM07, says "Our 16+ monitoring reports user guide for 2020 to 2021 will be published later in the year and will explain how to correct data". Still waiting. There's a "Reports User Guide" about how to access the reports, but it doesn't contain all the detailed explanation of what triggers each report that we had last year. You can look at the 19/20 User Guide and see what FRM07 says, but they might have expanded it for this year?

An apprentice should only appear on the report if you closed their enrolment as Temporary Withdrawal, and restarted them again without adjusting the Planned End Date. When was their break, before or during the time they changed employer? If there wasn't a break in learning, just a change of employer, nothing should have been changed on the enrolments.
