I would recommend Bud as an end to end system, straight forward for learners, trainers and managers to use with a raft of helpful reports and always evolving. Worth getting multiple companies to give you a demo.

1. No, count new learning 2. No, they are not on a BIL and could not achieve whilst on one, the work would not count. Sorry, yes they will be PPED.

Perfect timing. I have had a request in on this point (having a previously higher level) with the DfE since July and received a response this morning; The Specialist Support team have been in touch today to let us know the following information:   Where an exemption is applied, we will except Entry Level 3 in English and/or Maths as a minimum. Provider should provide further learning to continually improve levels of Maths and/or English as appropriate.   Paragraph 47 in the funding rules cover this. We will aim to clarify this section further when future versions are published.   47. Although the apprentice will be exempt from the regular English and / or maths minimum requirements, providers must plan and evidence how the apprentice will access further literacy and numeracy development, including level 1 and level 2 courses, as part of their overall training provision, if appropriate. This rule only applies if the apprentice meets all of the criteria set out in paragraph 46. The judgement must be formal and structured and conducted by an appropriate professional associated with the provider (or subcontractor), such as the head of special educational needs (SEN) or student support, or an equivalent individual with suitable knowledge and expertise. It must include:  47.1. A judgement of the apprentice's current English and maths ability;  47.2. Information on how the learning difficulty or disability affects the apprentice's English and maths abilities and a clear indication of whether English and / or maths are affected;  47.3. A judgement of the apprentice's ability to meet the regular English and maths requirements even with appropriate support in place;  47.4. The creation of a recommended learning plan to enable the apprentice to achieve entry-level 3 functional skills in the adjusted subject(s) and, where appropriate, to continue to build on their literacy and numeracy skills by accessing further courses; and  47.5. A copy of an education, health and care (EHC) plan (or one of the legacy equivalents: a statement of special educational need (SEN) or a learning difficulty assessment (LDA)) or the evidence of the assessment as outlined in 46.1.   Therefore, if your apprentice meets the exemption criteria but they hold a historic qualification at level 1, this will not preclude them from having the exemption applied. Hope that helps and answers your question.

Totally agree with Steve. I am aware of Providers that do this but it is in the extra T's and C's and is binding. We do not!

So the email does not just go to one person who may be on holiday. We have given four of us access to our FESIT email box. Yes I think it is compulsory but our deadline was October 3rd. All new so we will see. You should have got a big email with various attachments. It was discussed at an Ofsted update I attended a few weeks ago. 'We are pleased to introduce FESIT, an Ofsted web-based data tool that will be open and accessible to your organisation all year round. As a further education and skills (FES) provider subject to inspection by Ofsted, we will soon be giving you direct access to FESIT. This email will explain all about FESIT and how you will be able to access it. FESIT is an inspection tool maintained and built by Ofsted to be a one-stop-shop for inspectors when preparing for FES inspections. To aid transparency we are sharing what inspectors use to help prepare for FES inspections. Some headline points are: New data is updated in FESIT whenever it becomes available, which ranges from a monthly basis for some data sets to annually for others. All the data in the tool is data your organisation has supplied to the Department for Education (DfE), the Education and Skills Funding Agency (ESFA) or Ofsted. There is nothing in FESIT that you won't recognise. We have worked closely with the DfE and ESFA to replicate the calculations they apply to your data, for example calculating the qualification achievement rates (QARs). You are not expected to look at or use this tool to prepare for an inspection. You will not be judged on your knowledge of its content on inspection. We are simply sharing to be transparent. To give your organisation access to FESIT, we need you to send us an email address your organisation would like to use to access FESIT and manage subsequent access controls. Please note, you cannot use the email address this message has been sent to, which is the one held for you in Ofsted's database. We recommend creating a new email address with FESIT in the name so that the email address cannot mistakenly be used for any other contacts with Ofsted.'

Nope, as it says only grade 1, the highest grade, is equivalent.
