Hi all, thanks for your posts. Please see an update from the QARs team: We are continuing to work to resolve the issue of data being incorrectly presented on the Apprenticeship tab within the Qualification Achievement Rates (QAR) dashboards shared through View your education data.  We have identified the issue relates to Framework Titles in Apprenticeships.  Some framework titles are not being pulled through correctly in the dashboard and values will be displayed with a 'NULL' Framework Title.  This should not have an impact on your overall rates.  The Microsoft Excel data extracts are not impacted by this issue and guidance on how to view achievement rates using the excel data extract can be accessed from the following link - Qualification achievement rates (QAR) 2020 to 2021 - GOV.UK (www.gov.uk) We'll post further updates on this thread.

Hello - the team have now added the following messaging to SLD: Please be aware that there is an issue with version 5 of the Learner Entry Tool which will affect learner records with a value in the OTJActHours field. We recommend for R07 that any data in this field is removed. We will be releasing a new version of this tool to resolve this issue. Please accept our apologies for any inconvenience caused.

Hello, please see a message from our post 16 monitoring colleagues: Our monitoring activity has historically focussed on two key types of report: Funding eligibility and data quality errors which could not be prevented or identified in other systems e.g. ILR validation Behavioural concerns which might be identified by evidence in the absence of data being reported, or be indicated by a potentially large volume of records meeting certain conditions. While 1) has always led to funding recovery at year-end, 2) can be less concrete and may be used to focus on known problem areas identified through audit or investigations activity, or to better understand behaviour and providers’ understanding of published guidance. We received feedback to be clearer about which reports would result in funding recovery, and which ones were potentially more evidence-based checks. This is because there were was some uncertainty around when we might contact you, and it also allowed colleagues to better manage their resources, for example prioritising the ‘definite’ errors. In response we worked to simplify the user guide and made use of the new dashboard format by advertising some of the key information and documents in a single place on the landing page. We also streamlined the external suite of reports down to a more manageable number, with some data quality issues being converted to ILR submission reports so that you could view them earlier. We’re looking at how best and how often to communicate with you to ensure that the action we take in-year is scaled appropriately, particularly in light of the additional burdens created by COVID. Funding recovery We will typically apply a recovery at year-end in two ways: For grant-funded provision, we apply an adjustment to your reconciliation statement. This will be offset against any published tolerances. For contract-funded provision, we will record a debt in the finance system which will be offset against future payments. We do not use the EAS for any monitoring recovery activity, and so please do not record any adjustments in lieu of correcting data. Doing so makes it difficult for us to automate our processes and trace back to the specific errors we have identified. In some cases, the error may not be a 100% recovery for example, changing dates between years or full funding being claimed instead of co-funding - we therefore have to calculate the amount of overclaim.   I hope this provides some more context. This feedback goes straight to the development team who are responsible for managing the dashboard in VYED and updating it each month.

Craig Roper Thanks for raising this. The data collections team looked into this and unfortunately the Effective To date for LDM 357 was incorrect in the system which was causing the validation rule to trigger for valid data. The problem had been caused by our latest release. This has now been corrected so any further submissions will be fine.

Hi all, funding claims colleagues would like to share the following with you: You can access the Guidance for ‘How to submit a funding claim for 2020 to 2021’ on GOV.UK which describes the funding streams that are in scope to submit a funding claim. If you have an allocation for a relevant funding stream then the relevant mid-year claim form will be available on Submit Learner Data (SLD) for you to complete. We have also published a Funding claims user guide on GOV.UK to walk through how you can complete the claim form on SLD. The mid-year claim is now open and you can submit a mid-year claim return multiple times. If you are unable to access the mid-year claim form but you believe you should be able to, please can you raise a query using the ESFA enquiry form.

Hi Sue, the FRM_04 is a new validation rule that's looking at actual end dates changing across funding years. If it's still an issue, we'd be happy to look at your data to see what's firing the rule. Please raise a query with the service desk and the funding rules monitoring team can then take a look.
