The Employer ID must be returned for apprentices. The validation rules say: "If the learner is undertaking an apprenticeship programme and is 'in paid employment' on the programme start date, then there must be an Employer identifier that applies to the programme start date." For the first 60 days it is permissible to enter EmpID as 9999999999 (to allow time for you to confirm the EDRS ref no for the employer)

I would be wary of planning significant Training Provider support activities after gateway, because the logic says that if delivery is complete at gateway then any staff costs you incur after gateway aren't an eligible cost. This would mean that when audited they might look closely at your TNP1 charge to ensure that this was calculated to cover solely pre-gateway delivery.

Thanks. It seems odd that completion rates are such a concern but the withdrawal data that is being collected in the ILR isn't being examined (even if it was just to see how many withdrawals are the result of change of employment, which would probably be quite a reliable stat).

I think you should regardless- although they probably would have needed them to be offered their university place, you as training provider can't really claim to have confirmed this if you're just assuming it.
