The reporting year is added in to the calculation to close a loop hole for learners that were continuing, or on a break in learning, at the end of one year but do not return in the following year. Previously, these learners fell out of the calculation and it was possible to manipulate the achievement rates through this mechanism. These learners are added back in as a penalty in a subsequent year, with that year dependent upon the combination of their planned, actual, and last reported years. Qualification achievement rates: apprenticeships specification 2023 to 2024 (publishing.service.gov.uk)

No those learners would be counted in 24/25. The hybrid end date is latter of planned, actual end, and achievement date and that includes learners that have withdrawn early. Yes, if they sit EPA in August then they will roll into the 24/25 year, but until then will show in 23/24 in any software you may be using. There is nothing in the announcement that I can see which suggests the incentive payments are being extended. They are not making any additional funding available as far as I can see, rather scrapping the co-investment requirement for that age group, with the 'additional' funds coming out of the existing levy pot.

Hi Michael What are you using for your data source here? The ESFA's funding reports or an output from your MIS? The difference between actual and planned is likely to be explained by a few things: - a difference between the payments report and the indicative earnings report explained by data locks and completion payments not released due to co-investment payments not being collected. You can see the detail for that in the period end reports. - retention. If you are looking at the difference between what you expected to be paid and what you have been paid then have you got withdrawals factored into your financial modelling? Thanks Paul

Hi It looks like you have deselected the provider name in the filters in the right-hand side which is why the Provider Name and UKPRN are blank. Select or deselect the radio buttons in the provider name filters on all pages box in the bottom right and that should fix it. Thanks Paul

I was just looking for this myself so thanks for the update Steve. They need to get this data out much more quickly so that providers have comparative data that matches this. Not all providers will have taken R10 cuts of QAR data or have the ability to run achievement rates from the R10 submission files so the data which will make the cross checking a little more difficult.

Hi Maria I believe that the ESFA are looking into creating a specification document to support the accountability framework - it would have been useful to have this before we started the process but we are where we are. My understanding is that most of the measures are being applied across the year's ILR file. So for example, the withdrawal number will be all of those learners that have left within this academic year. If you want to work out the proportion then I think that will be all those that have withdrawn during this academic year as a proportion of all apprentices that have been in learning at any point during the year, regardless of when their planned end date is (the reporting logic will be something like actual end date >=01/08/2021 or is null, start date <01/08/2022).

I'm with you Steve - I suspected an R04 error but a difference with the national calculation seems more likely as providers would have picked this up (which is one of the reasons we pushed back on them not publishing R10, 12, 13 versions in that year but without success)
