The response I got from the Apprenticeship Service Support when querying this situation As the 12 weeks have elapsed, through they may have a new employer lined up, you would need to follow the rules as they are and withdraw the learner. They can then be added with for their new apprenticeship.

So if we do the process below will it be taken out of the new "Apprentices past planned end date (APPED)" indicator in the Apprenticeship training provider accountability framework? Yes learning need has been identified and they have assistive reading software which is used on the college computers when they come in for class and software on their smartphone. The learner however does not have a personal laptop to do their course work or any off the job work as the employer will not supply or purchase it.
