Assuming you submitted a new ILR file in R02 after fixing the DLOCK, and the records concerned were processed without further ILR validation or DLOCK errors, then the ILR and AS data should match and the funding be released.

Peter Hancock, don't know I'm afraid. In the previous years they did quarterly updates August, November, February and May but as you say there is nothing after November 2022. The number for that month don't look particularly inflated compared with other months, which doesn't suggest a lot of back-dating. Probably something to check with the ESFA service desk?

Matthew Butson, The record should only appear in a single year in QAR. If you were to complete it now with an actual end date in 20/21 and then include that record in R14 for 22/23, in theory that should change the hybrid year so the learner would now appear in 22/23 (rather than 21/22), based on the 'new' reporting year. Unless there is something in their process that prevents a hybrid year being recalculated once a learner has been allocated within a year. If your software allows, maybe you can enter the end details to keep your records correct but prevent it being exported in R14, so ESFA at least still see it as an incomplete record allocated to 21/22. And then keep a note somewhere as to why. Very difficult to correct this sort of thing so late afterwards though.

Matthew Butson So just to check - the record has a planned end date in 20/21 but no actual end or achievement date were ever entered so it is currently being treated in QAR as a leaver and non-achiever in 21/22 (the hybrid 'reported' year)? I can see that you would want to keep your own records correct, less sure what happens at the ESFA end if you now update and submit a leaver in 20/21 in the R14 for 22/23.

Hi, Just checking my own understanding on this point. Is it based on the Apprenticeship Technical Spec page 21, where deriving the achievement year of a programme aim includes this line: 'When the Completion status is 1 and Outcome is 8 set to 0' 0 indicating that the aim is not included in the QAR calculation? The overall QAR, pass rate and retention rate calculations use the hybrid end year of the learning aim. The hybrid end year is the later of the: a) achievement year (for apprenticeship standards on funding model 36 only) b) planned end year of the learning aim c) actual end year of the learning aim d) reporting year So my understanding, in your example: If you report the learner programme aim with Planned & Actual end dates in 22/23, but with an Achievement date in 23/24, then they will be counted in the 23/24 QAR (that being the 'achievement year' of the leaver, which is later than planned/actual end years).

That error is more to do with the learner's employment record than the programme aim but it may kick in when saving the record. Check the effective date(s) for the employment, possibly a typo has crept in, e.g. 2024 rather than 2023?
