We go with evidence dated 3 months on the course start or before but not after. Not sure how evidence dated after would help as you need to ensure they are eligible when they start their course.

It’s hard work. Our audit was scheduled for the first two weeks of April but they are still not finished. It hasn’t helped that they completed this alongside our GLA audit. They will ask you to add comments againist all of the standard (based on a template they’ve created) and you will need to confirm how you can evidence the criteria than they will give you a list of the evidence they want to see. Some of the criteria is very daft and some questions are clear duplications but just worded differently.

funding would be paid up to the month before the learner withdrew, if the learner withdrew on 10Jan and you processed this before R07 was submitted you'd have Jan OPP credited. I'm not sure I understand the EPA cost part as completion funding is not paid until they have a completion code in the ILR, if the learners were withdrawals the only funding you would have received would have been the monthly OPPs

Speaking from experience this arrangement would be a perfect example of meeting the funding rules as this would not be classed as token delivery as you are basically delivering the whole programme minus FS, and not all apprentices will require FS. What auditors wouldn’t want to see is the opposite arrangement where you only delivered FS and the subcontractor delivered the whole standard. Apps subbing rules are getting very tricky, we are personally stepping away from subcontracting apps funding.

The example I know of was based on delivery by one of our subcontractors. I believe they reviewed what the learner had completed prior to going on the BIL and what they had left to do before being ready to go through gateway.

As Limited Leave is not part of the exemptions to the 3 years residency requirement the learner would need to have been resident for three years prior to their start date. Are they a EUSS national? If so, check which countries they resided in prior to 2020. I’m not sure on your question re an enrolment fee as we shouldn’t be charging learners for their Course if you are receiving government funding for their course . That said based on the above if they are not eligible based on their residency you could charge them as a commercial learner based on what you feel is appropriate to deliver to them.

We’ve had a couple of apprentices residing in Wales and our internal auditors suggested we keep a schedule on file to demonstrate the apprentices normal working pattern

We have also failed if they completed all learning but have not completed all elements of their portfolio to allow us to certificate them. Or maybe we asked the learner to work on portfolio corrections and they go awol
