There is something in the ESFA Condition of Grant document which references Health and Safety responsibilities. I remember sending it our Head of Apprenticeships a while ago as our Sales team where convinced only ELI'S were needed and not full H&S forms. That might be a starting place for you?

As long as you have auditable evidence to show the learners last date in learning, I don't believe a signature on a withdrawal form is the end of the world. Maybe add something to the withdrawal form confirming the reason - not sure if there is a withdrawal reason for this type of scenario in the ILR? This can also happen when a learner leaves their job, assuming we cant keep them on programme with the new employer.

Personally I wouldnt accept an expired residence permit especially if its already expired. Id put his start date on hold until he has a valid residence document

Levy Apprenticeship funding, 16-18 funding and AEB funding from the GLA are not used for match funding therefore the logo is needed. It's still mandatory for Non Levy and Non Devolved AEB from the ESFA. Im not sure about other devolved areas, id suggest you check their funding rules documents

There are two mandatory submissions but the ESFA never tell us in advance when they are due. I submitted my first declaration for 19/20 on the 25/11/19, therefore I think the first one for 20/21 is a bit late. You can however make additional submissions throughout the year and our internal auditor advised us to this - his suggestion was as soon as we issue new contracts, make changes to existing contracts etc. I tried to make a submission earlier this month and it was making reference to dates in 19/20. I'm still waiting for confirmation from the ESFA when I will be able to make a submission for 20/21.

My colleague believed that there had been an update to the GLA AEB funding rules which doesn't make reference to the EU. Another colleague disagreed so it maybe just be an misunderstanding of the rules. It was also mentioned if you enter the EU after 1st January and are attending a course for more than 6 months then you will require a visa therefore you wont be eligible for funding - do you agree with this?
