See below from the Apprenticeship Funding Rules: P79.3 be in receipt of any other direct DfE funding during their apprenticeship programme; this includes any other DfE funded FE / HE programme including programmes funded by a student loan, but excludes funding outlined in P79.2; or undertake any part of an apprenticeship whilst on a sandwich placement as part of a degree programme.

I suppose it depends how the course is being paid for, if they are applying for a loan than possibly that could still fall into under this definition. It maybe worthwhile mentioning to the learner that an apprenticeship is deemed as full time provision so can they really commit to a university course as well as a full time job and a full time Apprenticeship?

It would only be subcontracting if a third party was delivering the FS. As Steve says this is not subbing. It's no different to registering a learner for any other exam.

Someone knowing their Macbeth from their Wuthering Heights (a book I enjoyed in School) wont help them with Grammar, Spelling or Punctuation etc. Clearly the ESFA know best.

Personally, I've not heard of providers completing meetings/reviews without documenting them and I'm not sure just recording them will wash well with auditors. Do you not use any form of a e-portfolio system?

You would have to have some evidence to show who attended. For example if you record a lesson in zoom/ teams, you can download the attendance report afterwards. What type of funding is this for?

I have seen something in the rules that states its okay if they are within 4 weeks of their course end date but that may only be for loans when a learner wants to subsequently enrol on a Apprenticeship. As a general rule of thumb they can't study both at the same time, so it may be best to wait until they've completed the other course.
