Hi, You should not put back to start a learner who has not undertaken learning (excepting if the start was in a previous funding year) the correct process is to not return the record in the ILR. Due to that you could amend the original record with the later start date. HTH

From the guidance Q and A Q12 If a young person withdraws from just one learning aim in their study programme within the first 6 weeks of their programme during the funding year, does the institution have to change the planned hours? A12 Yes, the institution must update the planned hours to remove all of the hours for the aim from the total. This rule applies regardless of the original length of the study programme or the funding band of the student. If excluding the hours already delivered within the first 6 weeks would make a material difference to the student’s funding band, institutions can include just the hours that they have already delivered in the planned hours.

Hi Simon, As an afterthought: Level 1 function skills are only funded in the following circumstances: P145 We will fund functional skills English and/or maths at level 1 or below where you (or a subcontractor) has conducted an initial assessment that shows the apprentice needs to study at a lower level before being able to achieve their level 2. The apprentice must be judged to be below level 1 to be funded for a level 1 qualification. P144.2 Where the apprentice does not already hold approved level 1 qualifications, but is judged by the main provider to be working at level 1 standard in English/maths: Apprentices must start, continue to study and take the assessment for level 2 English and maths (functional skills level 2 or GCSE). If they do not achieve a level 2, you must then ensure they take the assessment for level 1 English and/or maths – this is because they must secure the level 1 qualification in order to complete their apprenticeship. You must ensure that any level 2 training and assessments are taken at an early enough stage in the apprenticeship to allow time for the apprentice to take the level 1 assessment if they first do not achieve the level 2. In this scenario we will not fund costs for level 1 training and assessment. These requirements must be fulfilled before the apprentice takes the end-point assessment. HTH

Hi Erica, From the technical guidance for this: The provider will continue to receive additional payments. Any remaining additional payments not paid to the original employer you can pay to the new employer. We add the number of days in learning during the first period of learning to the days in the second period, and subsequent periods, to calculate if we will generate any remaining additional payments. HTH

Hi Chloe, Why will your ILR not allow you to do his? The guidance is: The Learning Support Funding (LSF) FAM type should be recorded against one of the learning aims for learners who need learning support funding. For apprenticeship and traineeship learners, this is recorded on the programme aim record only. For traineeship learners, once the Programme aim has ended the LSF is recorded against one of the remaining component aims if applicable. For Apprenticeship Standards under Funding Model 36 the LSF FAM type can also be recorded against English/maths component aims. This is only the case where the English/maths component aim continues after the programme aim is closed, and the learner still requires learning support. This FAM type must only be recorded against one aim at any point in time. HTH

Hi Matthew, The advice from the HSE for Training Providers is: The employer has the primary responsibility for the health and safety of the apprentice and should be managing any significant risks.  As the training provider, you should take reasonable steps to satisfy yourself that the employer is doing this This does not mean trying to second guess an employer’s risk assessment or risk control measures, and you are not required to carry out your own workplace assessment.
