Thanks Kelly Knights I've sent a ticket to the ESFA but after going over the guidance I'm not even sure the UKPRN is even a requirement on the paperwork. In order to differentiate the paperwork from ours I have put the sub contractors logo and branding on it and added in their UKPRN to be on the safe side. I think this maybe one of those areas which can be interpreted in different ways.

I had the same issue last year with 1 SP learner who had a work placement aim open at the back end of their programme (core/day1 aim was Employability). I never got a response back from the service desk to advise if the core aim should of been changed to the work placement aim. I think from an audit perspective it would be a control issue not a funding issue, as long as you can prove the learner completed the work placement.

These are the auditors notes from PDSATs sampler; • Check documentation to ensure that work experience processes are being followed (work experience is planned, organised and supervised). • Traineeship: Check traineeship guidance (work placement of at least 70 hours). • Traineeship: Work experience must be the core learning aim, in workplace setting, interview offered at end of placement, etc. • Here we would check that there is evidence that the student agreed to the placement, the paperwork clearly states what is required (days and times and who to see on arrival) and that there is attendance evidence from the placement provider. • Neither paid employment nor paid work experience is eligible to count as fundable non-qualification hours without prior ESFA approval (see test 8i). If he has completed the aim then you need to produce a cert and record it like any other aim 2.1 in the ILR. However I don't believe a work placement aim counts towards your QAR.

16 to 19 funding: maths and English condition of funding - GOV.UK (www.gov.uk) Qualifications approved for teaching to 16 to 19-year-olds who meet the condition of funding To meet the condition of funding, a student must study an approved qualification for the minimum hours. These are GCSEs, Functional Skills level 2 and certain other qualifications, known as ‘stepping stone’ qualifications. Full-time students who have a GCSE grade 3 or grade D must study a maths and/or English GCSE. Stepping stone qualifications include: Functional Skills at level 1 and below ESOL qualifications other qualifications nominated by institutions and approved by the Department for Education The minimum hours for maths qualifications is 4 hours per week. The minimum hours for English qualifications is 3 hours per week.

I think Ruth Canham-James is correct. We would always plan the programme duration based on the minimum ofqual guided hours found in LARS. If learners achieve early then you should be fine providing you have collected the correct prior learning/IAs and have the achievement evidence. Although auditors do love to count up the delivered hours :)

Providing you have opted in, coding the learners in the ILR as NLMs will give you the payments of £100 per instance for students in bands 4 and above and £60 for students on 1-3s. ILR Specification 2023 to 2024: Attribute: National learner monitoring (submit-learner-data.service.gov.uk) You shouldn't include the planned hours in the ILR though as you would be potentially pushing up the learners into the next funding band which would cause you a massive issue at audit.
