We had a learner via one of our subcontractors that was on a restart programme and wanted to enrol on a AEB course with the subcontractor. I checked with our funding team and the conclusion was as it’s his DWP funding that it should be okay. We haven’t had any issues with this learner

If the qual is not recorded on their PLR I would ask them if they have a copy of their certificate to help you establish if the qual is a full Level 3 or not. Low-wage/benefit evidence is only required if the qual is a full level 3. If prior attainment is Level 3 (not full) or lower, the learner is eligible regardless of their employment/un-employment status

Hi Alison, Any learner with a prior attainment below a full level 3 is fully funded under FCFJ, regardless of their employment status. If they have a full level 3 or higher they are only eligible if in recipe of low wage or are unemployed in a receipt of a benefit. Where this is the case you also need to check their L3 was not funded previously by FCFJ.

Is the funding provided by ESFA or one of the Combined Authorities? I’m sure those serving are eligible, I’m just not sure about the spouse. What sort of residency permit do they hold?

This has defiantly come up in audits we’ve had and we’ve been asked to evidence this. I’m going to take a look to see which funding document it’s referenced in, probably ESFA funding rules or the Subcontracting Standard

We have FCFJ learners in London with the GLA and we apply the GLA Low Wage amount which is around £5k higher than the national guidance. The only time we apply the national guidance is for residency purposes as the GLA funding guidance states that we must follow this, I wish it didn’t though.

Re Smart Assessor: we use this and only download evidence when we have an audit. We download their timelog and progress reviews. I wouldn’t bother downloading evidence until it’s needed.
