Hannah, if you look at the Apps Monthly Payment Report for R14, in the far right hand columns it will tell you about any changes at a learner level. These will have affected your R03 payment (although, sadly, they weren't split out on your remittance statement...)

Short answer is "no, it's fine", we have to record what actually happens. However, in these circs, you will have been paid for months when the learner wasn't in learning which you should theoretically pay back via EAS. They'll also pop up on one of the FRM reports, but you'll just have to live with that.

So, here's the thing. Although E&M don't count as OTJ hours, they do count as starting the Apprenticeship, so the total calculation would be from where they start the E&M, even if they're not actually doing any OTJ during that time. This is basically fine, as OTJ aren't looked at on a week by week basis, but they'd have to be delivered eventually.

But, as this learner has been on programme for MORE than six weeks then, no, no you don't reduce the hours. The funding will be affected by your retention factor in two years time, so you don't want to doubly penalise yourself!!!

So, here's the thing. You're definitely right to deliver FS to the learner, but she'll fail Condition of Funding. HOWEVER, this is why we have a 5% tolerance built into CoF before it affects future funding. https://www.gov.uk/guidance/16-to-19-funding-maths-and-english-condition-of-funding#tolerance So, provided you've got more than 20 Study Prog learners, you'll be fine!

Um, why does it matter? So, say TNP 1&2 were £10k and you've had half of it and now TNP 3&4 are £5k, you're still getting all the money, it doesn't matter if the completion payment is now 20% of 3&4 rather than 20% of 1&2?

From a funding/assurance point of view, as long as it's over minimum duration, it's fine. I'd be slightly worried from a quality point of view, but I'm not a teacher/ofsted inspector ;) Also, in the longer term, if ***everyone*** does a 30 month standard over, say, 24 months, you can bet IFATE will be looking at the funding band next time it comes up... The OTJ calculation is ALWAYS based on what the individual is doing (because it also depends on their normal working hours) whether that's more or less than the typical...

Hi Emma Although the component aims do nothing, there still needs to be one present (it is the appendix of the Apprenticeship record!!!). Strictly speaking the Framework component aims have done nothing for starts since May 17 either, as you rightly point out, all of the funding lives at Prog Aim level. So, as long as you've got one component aim, that's all you need to return, *definitely* don't need a separate one for Behaviours!
